I could be mistaken but in 2017 Nancy MacLean's book Democracy in Chains seemed on point in laying out the historical path which has led to the situation Mr. Froemke incisively describes today.

After covering the ideological roots of James M. Buchanan, the turning point appeared to occur in the early presidency of Reagan when the director of the Office of Management and Budget, David Stockman told President Reagan that to privatize social security would court political disaster and Reagan agreed. This disappointed and disillusioned the Koch brothers who began their multi-decade quest of methodically building a vast structure of think tanks, institutes and the support and promotion of young up and coming law students and lawyers whose ideology aligned with that of the libertarians.
